A Lexicon for Policy Makers

In preparation for its 1999 Tokyo symposium on the Rule of Law, The Maureen and Mike Mansfield Foundation commissioned Barry M. Hager, an attorney and specialist in international finance, trade and administrative law, to write a monograph that traces the historical and legal roots of the Rule of Law concept and provides a lexicon of the specific elements that comprise adherence to the Rule of Law. This publication, The Rule of Law: A Lexicon for Policy Makers, which was developed with funding support from The Luce Foundation, served as the basis for discussion during the symposium and was an invaluable resource at the dialogues that followed.
