Current U.S. Government Assignments and Activities
Since March 2006, Scott Feeney has served as the
Taiwan country director in the Office of the Secretary of Defense
(OSD). As a White House presidential appointee, Scott serves as
a principal advisor to the Deputy Under Secretary of Defense for
Asia and Pacific Affairs on all Taiwan policy issues. He is also
responsible for providing Taiwan policy analysis and recommendations
to both the Secretary of Defense and the Under Secretary of Defense
for Policy. Scott represents OSD at U.S. interagency meetings on
Taiwan, as well as the Monterey Talks, General Officer Steering
Group (GOSG), Defense Review Talks (DRT), Taiwan's Han Kuang exercise,
and the U.S.-Taiwan Missile Defense Dialogue. He works jointly
with the National Security Council (NSC), Department of State,
and the American Institute in Taiwan to develop U.S.-Taiwan policy.
From June `03 to Feb. `06, Scott served as the Secretary of Defense's
North Korea country director. When he departed, Scott was the longest
serving member of the U.S. Six-Party Talks negotiating team which
negotiated on North Korea's nuclear program with North Korea, China,
Japan, South Korea, and Russia in Beijing, China. In this capacity,
he worked closely with the NSC and State Department to develop
U.S. policy and negotiating strategy on North Korea. Scott represented
OSD at the Trilateral Coordination and Oversight Group where he
worked to coordinate North Korea policy with Japan and South Korea.
Scott was the principal advisor to the Deputy Under Secretary of
Defense for Asia and Pacific Affairs on North Korea policy issues.
In the U.S. Congress, Scott twice served as the principal foreign
policy advisor to the House Committee on Government Reform. During
his two tenures, Scott investigated Chinese espionage at U.S. nuclear
laboratories and reviewed U.S. high-technology sales to China.
He was also responsible for the Chairman’s work on the Committee
on International Relations and its Subcommittee on Asia and the
Pacific.
In 2000, after the collapse of the Suharto dictatorship and the
election of Abdurrahman Wahid, Scott accepted a one-year contract
with the International Republican Institute in Jakarta, Indonesia.
With the support of the U.S. Agency for International Development,
he advised the Indonesian House of Representatives (DPR) how to
develop an effective legal drafting division and improve DPR members’ legal
drafting skills. He also counseled provincial and regency-level
parliaments on legislative oversight, parliamentary procedure,
transparency, and ethics issues.
From 1997 to 1998, Scott worked for one year as a Mike Mansfield
Fellow in the Asia Bureau of Japan's Ministry of Foreign Affairs
(MOFA) in Tokyo after completing one year of political and economic
training at the State Department's George Shultz National Foreign
Affairs Training Center. At MOFA, he researched Japan’s foreign
policy making process and studied its bilateral relationships with
Indonesia, Singapore, Malaysia, Thailand, and the Philippines.
From 1994 to 1996, Scott served as professional staff to the House
Committee on International Relations Subcommittee on the Western
Hemisphere in the U.S. Congress. His regional focus was both U.S.
policy toward Latin America and Asia.

In August 1999, Director of the U.S. Agricultural Trade Office (ATO) in Tokyo, attached to the U.S. Embassy. Immediately following the Fellowship Program, returned to Washington to serve the Country Market Systems Staff of the U.S. Department of Agriculture/Foreign Agricultural Service, where she analyzed distribution channels for the U.S. consumer exports in North Asia, including Japan.
